The planned 3 year program of works consists of two separate programs, depending on the source of finance, as follows:
- Projects that require the Proprietor to borrow funding for construction, and have this accepted by NZCEO Finance Ltd as a loan to be repaid through the National Debt Servicing scheme from the national pool of Attendance Dues.
- (In 2007 a moratorium was placed on introducing any further debt into the National Debt Servicing scheme. This has had the effect of freezing in place the 2007-09 program of work.)
2. Projects that are to be funded through the Policy One Government Grant.
Both programs have been approved and are currently being implemented. The prioritising of works in both programs has been done over some time, based firstly on the nationally agreed priority criteria. Each diocese or co-operative maintained its independence to set priorities that reflected actual local needs, and some initial priority works were established by the Board of Proprietors. These were:
- Primary Schools - Roll growth classrooms and administration upgrades
- Secondary Schools - Laboratory upgrades and provision for technology
